If you are in Mexico:
You can approach the Investigation Unit of Crimes for Migrants (UIDPM) by communicating
They conduct searches for migrants who are in a vulnerable condition and during transit towards another country have disappeared in the Mexican territory, with the support of the National Search Commission
In Mexico City you can physically visit the offices at Av Insurgentes #20 de la Glorieta de Insurgentes, Col. Roma Norte, Alcaldía Cuauhtémoc
Issue a report before the National Search Commission or any other state search commission
If you are outside of Mexico:
You can approach any Mexican embassy or consulate and if possible one in your home country (in case there is no risk in doing so), who, through the Mechanism of Exterior Mexican Search and Investigation Support (MAEMBI), will follow through on your report/complaint
You can file a complaint from any country that you or any of your family members have suffered, such as a kidnapping or disappearance. It is not necessary to travel or have any contact within Mexico to use the MAE, it also does not matter if you are in a country which you were not born in and/or if you don’t have any migration documents
Where? In any Mexican consulate or embassy in the country you are currently in, With who? Talk to the Addendum of the Attorney General of the Republic (PGR). But if there is no Addendum of the PGR, you can anyways present a case before any authority at the embassy or consulate and they are obliged to receive and process it. What must I present? You can present any type of document or proof you have of the incident you are reporting. You can participate in the investigation of the case, make inquiries and demand explanations if needed, obtain copies of the documents related to your case and receive the name and contact of the official assigned to it. You have the right to resort to a lawyer/an attorney. What happens next? The authorities will send your case to Mexico for it to be investigated, in front of the PGR and the Investigation Unit of Crimes for Migrants of the PGR. You must follow the case from the embassy or consulate where you reported it.
