ASSISTED/VOLUNTARY RETURN/DEPORTATION
Assisted return is defined by the Immigration Law as the procedure by which the National Immigration Institute (INM) makes a foreigner leave the country, either by sending him/her to his/her country of origin or to the country of his/her habitual residence. Although assisted return is a right of every foreign person who is at the disposal of the INM, the Migration Law establishes that it will only be executed with countries with which Mexico has signed an agreement. If your country does not have the capacity to guarantee the consular, logistical and financial support that the assisted return implies (as is the case with Venezuela), it is not advisable to request it, even though the Law establishes it, since you could be handed over to the authorities to be returned to the same conditions for which you left your country.
Therefore, it is very important that you keep yourself informed about the situation in your country, since, if you are detained and taken to a Provisional Stay or Migratory Station, INM agents may offer you the option of requesting an assisted return, although this may not be the best alternative for you.
The main difference between assisted return and deportation is that the former is conceived as a right of the migrant in Mexico, who is detained by the INM (article 118 of the Immigration Law) and to access the procedure, consular support must be requested; while deportation is a sanction for the violation of certain norms of the Immigration Law, in which an administrative procedure is carried out from Mexico.
Voluntary return: It is the decision of a person or group of persons to return to their habitual residence or country of origin, through the support of their consulate in the country of stay.
Remember that you can apply for asylum in Mexico or have access to another form of immigration regularization. Make sure you make an informed decision, weighing the risks. Venezuelan nationals who have another nationality must use their Venezuelan nationality to enter, stay and leave the country.
How can I return if I can pay my airfare? The Venezuelan national airline Conviasa offers a 50% discount to all those who wish to return to Venezuela and have the resources to do so. They can travel from CDMX and Cancun, which has 3 weekly flights.
The Venezuelan Embassy in Mexico commented that safe-conducts can be issued ONLY for the safe return to Venezuela, they will also collaborate to assist in the return of their nationals. To do so, please contact the Embassy directly to learn about the alternatives that may arise. As of October 17, the Embassy requested that the person contact them to pass their information to the airline so that they can obtain the discount.
How can I return if I cannot afford the airfare?
In cases where people do not have their own resources and express their desire to return voluntarily to their country, the embassy will take the necessary steps to coordinate a humanitarian return flight with the collaboration of INAMI. The "Return to the homeland" program has as its first contact the Venezuelan Embassy, which will be in charge of the transfer through the national airline. *There is still no scheduled date for this flight.

What mechanisms are there for those who want to return and do not have documents? Is it possible to return to Venezuela with an expired passport? A Venezuelan can always return to Venezuela without a passport. The Venezuelan Consulate has a procedure for a Travel Permit or better known as "Salvoconducto". The requirements to be presented are: photograph, full name, place and date of birth and identity card number (number known by Venezuelan nationals, in case of children and adolescents or persons who do not know it, the embassy will help them to obtain it).
