Traveling to Mexico as a tourist:

What are the requirements for visiting Mexico as a tourist?

You must first check if people from your country need a visa to enter Mexico and stay up to 180 days for tourism, business or any other unpaid activity: https://www.inm.gob.mx/gobmx/word/index.php/paises-requieren-visa-para-mexico/

If you need a visa to travel to Mexico, go to the Mexican consulate near you to apply for the visa that best suits your needs: https://www.gob.mx/sre/acciones-y-programas/visas-para-extranjeros-8036

If you do not need a visa to enter for these reasons, you need a valid and up-to-date passport, the Multiple Migration Form (obtained online), the travel booking to leave Mexico, the hotel reservation or the place where you will be in Mexico and proof of economic solvency such as bank statements,  payment vouchers, etc. It is highly recommended to have your documents printed when you intend to enter Mexico.
