COMAR warns about the operation and measures due to COVID-19

With regard to the questions raised by the users of the National Commission for Assistance to Refugees within the framework of the National Day of Healthy Distance, it is reported that, derived from the publication in the Official Gazette of the Federation on March 24, 2020 of the Agreement establishing the suspension of deadlines and legal terms in the procedures of the Ministry of the Interior, which has been effective from that date until April 17 of this year:

  1. Is there still an obligation to submit one’s signature? No, the signature obligation was suspended as of March 24, 2020 and remains in force until further notice.
  2. What will happen to COMAR Certificates and Humanitarian Visitor Cards (TVRH), which expire during office closures? a. In the case of documents issued by COMAR, it will be necessary: I. To submit in writing the request for renewal; II. To deliver the application in the registry office of this commission, located in Versailles 49 first floor, Juárez neighborhood, Cuauhtémoc, Mexico City; or the National Institute of Migration (INM); III. Go on the appointed date to collect the renewed document. b. In the case of the TVRH it is necessary to consult the opening hours directly in the INM.
  3. If you haven’t received the certificate from COMAR, how much longer can it be delayed?  a. If the certificate has not yet been received, send an email to ldortega@segob.gob.mx, with all the information or documentation you have attached in that same email.
  4. In states without a COMAR office, will the INM still be responsible for delivering the document?  a. If in the state in which you are located there is only an INM office, it will be through them that documentation will be sent.
  5. What will happen to the appointments scheduled for eligibility interviews? Are they going to be rescheduled? It is reported that interviews and the issuance of resolutions are suspended until further notice, consequently it is suggested to be attentive to further communications made by COMAR.
  6. In the event that the transfer request service is interrupted, what happens if an applicant changes to another federal entity without requiring the transfer during the National Day of Healthy Distance? As COMAR processes and procedures are suspended, it is not possible to issue authorizations with due anticipation.
  7. Deadlines for appeal: It is clarified that all deadlines, including appeals for review, are suspended.
  8. Is there still an obligation to submit one’s signature? In the case of states where assistance is given through the INM, how will these measures work? No, the signature obligation is suspended until further notice, so it is suggested to be attentive to communications made by COMAR on its official website or on its official social networks.
  9. Will access to the procedure in migratory detention centers continue or will COMAR’s assistance be suspended? Access to the procedure continues on a regular basis.
